
The Ministry of Internal Affairs (MOIA) is responsible for implementation of the major and most essential policies relating to the internal administration of the entire nation.
The Ministry is quite essential in its own context of service delivery as it attempts to provide vital services to the entire population commencing from Torba Province in the far North to Tafea Province in the far South.
There are seven Departments under the authority of the Ministry that ensures that the following policies are implemented in terms of decentralization, border control management and national services.

The Corporate Service Unit (CSU) provides strategic leadership, management, and support in terms of advice and assistance to portfolio agencies under the Ministry of Internal Affairs.
The corporate service unit has 7 sections as follows:
- Administration & Support Unit - provide leadership directions, administration, coordination and support services across all portfolios of the Ministry.
- Finance Unit - coordinate planning budgeting financial, infrastructure and asset management of the Ministry resources 100% compliance to the PFEM & CTB acts. It also ensures that MoIA agencies utilizes funds according to the appropriate budget and adhere to good financial management practices.
- Human Resource Management Unit - focuses on the management and development of human resources specifically on capacity building of the employees. For this objective to be met, HR team will be conducting a training need analysis and skills gap audit as job description for each Department to develop a training Plan for the Ministry.
- Compliance Unit - provides compliance and legal support to department on Policy Development, Legislative developments, and amendments, ensuring compliance of laws and regulations across all the line department and provide any legal assistance as may required by departments. The Unit also coordinate regulation on registration of NGOs through finalization of draft policy and create a database to establish a mechanism to monitor NGOs operation in Vanuatu.
- Monitoring & Evaluation Unit - focus on strengthening the Ministry reporting system by ensuring that all MoIA line departments provide timely and accurate reports on departmental business plan progress quarterly, half yearly, and annually. Strengthening part will involve reporting training, sharing of the MoIA Reports Cycle timeframe, simple reporting templates and general reminders. In addition, providing monitoring and evaluation support to each department as may be required. Lastly, provide MoIA projects reports and update to DG and other Government agencies on the status of project implementations and may attend to any request from the Director General Office.
- Project Management Unit - manage and coordinate projects and Procurement of the Agencies within Ministry of Internal Affairs
- Internal Audit Unit - provide independent and objectives evaluation of financial and operational of the agencies within the Ministry of Internal Affairs
CSU Objectives
The CSU will work to fulfil its mandate to:
- provide support and coordination on politics, amendment of legislation
- coordinate, planning, budget, financial management and development of human resources within the Ministry of Internal Affairs
- coordinate the procurement and management of Ministry of Internal Affairs
- coordinate IT and legal service and M&E for Ministry of Internal Affairs
- coordinate the regulations of NGOs and monitor their operation
